Any funding that had not yet been obligated for this program was eliminated in the budget reconciliation bill passed by the House on July 3, 2025.
Que m'apporte ce financement ?
This funding was for landlords of properties receiving direct Housing and Urban Development (HUD) assistance (not public housing that uses HUD vouchers). Funding was available as either grants or 1% “surplus cash” loans that were repayable only as landlords had surplus cash available. Funding was for projects that reduce energy use, specifically ones that:
- improved energy or water efficiency,
- enhanced indoor air quality or sustainability,
- implemented the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or
- addressed climate resilience.
There was also funding available to measure the usage and efficiency of eligible properties.
The GRRP Elements cohort provided gap financing of up to $750,000 per property for green or climate-resilient items in existing recapitalization transactions.
The GRRP Leading Edge cohort provided funding to owners with ambitious plans involving carbon reduction, renewable energy generation, use of building materials with lower embodied carbon, and resilience goals that would have achieved an advanced green certification.
The GRRP Comprehensive cohort offered awards of up to $20 million for properties that were beginning their retrofit journey and had a high need for investment in energy efficiency and climate resilience.

Funding is no longer available. Eligible owners primarily included owners receiving HUD rental assistance under Multifamily Section 8 project-based rental assistance, Section 202 Supportive Housing for Low-Income Elderly, and Section 811 Supportive Housing for Low-Income Persons with Disabilities.

Application deadlines have passed. It is not expected that there will be additional rounds unless more funding is appropriated in future legislation.

- National Church Residences of Clinton, NC, Inc. – Clinton Crossing, Clinton, NC ($2,560,000)
- Clinton Crossing received a comprehensive award, which provides funding to properties with the highest need for climate resilience and utility efficiency upgrades. They participated in the HUD Section 202 project-based rental assistance program for low-income seniors.
- American Community Developers – Pageland Place Apartments, Pageland, SC ($ 3,000,000)
- Pageland Place Apartments received a Leading Edge award, which provides funding to owners with plans for ambitious retrofit activities to achieve zero energy retrofits and advanced green certification.
- Hillsborough Apartments, LLC – Mountain Trace AKA Pineridge Apartments, Seneca, SC ($ 3,360,000)
- Pineridge Apartments were awarded $60,000/unit under the GRRP’s Leading Edge awards. The two-story buildings were built in 1980, and the grants will be used to improve the apartments to meet green standards.
