# Energy Saver NC (HEAR & HOMES Rebates)

Funding for: [Homeowners](https://energyfundsforall.org/category/homeowners/), [Landlords](https://energyfundsforall.org/category/landlords/), [Renters](https://energyfundsforall.org/category/renters/)

Goal: [Improve home energy efficiency](https://energyfundsforall.org/tag/improve-home-energy-efficiency/), [Improve my indoor air quality](https://energyfundsforall.org/tag/improve-my-indoor-air-quality/), [Increase my property value](https://energyfundsforall.org/tag/increase-my-property-value/), [Reduce my energy bills](https://energyfundsforall.org/tag/reduce-my-energy-bills/)

## What does this funding get me?

[Energy Saver NC](https://www.energysavernc.org/) provides discounts for comprehensive home energy upgrades like insulation and air sealing, along with the installation of newer and more efficient appliances.

The program described on this page is North Carolina’s implementation of 2 federal energy efficiency rebate programs: Homeowners Managing Efficiency Savings (HOMES) and Home Electrification and Appliance Rebates (HEAR). The programs are operated by the NC Department of Environmental Quality (NC DEQ). These programs provide eligible households with point-of-sale rebates (which are essentially big discounts) for electrification projects, many of which save consumers money on their electricity bills.*** ***Projects include insulation and air sealing, updated heating and cooling systems, new electrical appliances, and other home energy efficiency improvements.

Due to changes in program guidance from the U.S. Department of Energy, updates were made to the HEAR program beginning September 1, 2026. [Read about the changes](https://www.energysavernc.org/hear-updates-and-program-changes/) on the Energy Saver NC website. ([View the DOE’s program notice here.](https://www.energy.gov/documents/program-notice-26-2))

South Carolina was also awarded funds to implement these rebates, but the programs have not yet been opened.

## Am I eligible?

Both owners and renters in *low-income or moderate-income households* are eligible. Renters must have the landlord’s permission to participate.

As of October 2026, this program is only open to single-family residences (houses, mobile homes, etc.). Certain townhouses and duplexes also qualify as single-family, as long as they do not have more than two shared walls, a shared attic, or a shared utility unit. If you live in a multifamily situation, you may still apply to join the waitlist. However, this program will not serve multifamily homes until sometime in the future.

- Low-income (80% of area medium income (AMI) and below) – 100% rebate on project costs, up to $16,000 for HOMES projects and up to $14,000 for HEAR projects.
- Moderate-income (80 to 150% of AMI) – 50% rebate on project cost, up to a range of $2,000 to $14,000.

[Check here](https://energysavernc.org/wp-content/uploads/2025/07/NHH-767_AMI_Income_Summary_150_v1_250718_ENG_DIGITAL.pdf) to find the 80% and 150% AMI figures being used by Energy Saver NC in your county.

Wondering how to document your income? Check out this [Quick Guide to Verifying Your Household Income for the Energy Saver North Carolina Program](https://energysavernc.org/wp-content/uploads/2025/01/Income-Qualification-Checklist.pdf).

If you are a renter, your landlord must agree for you to participate in the program.

Landlords may inform their residents who meet the income requirements about the program, but it must be the resident who applies.

## How can I access the money?

NC DEQ launched [Energy Saver NC](https://www.energysavernc.org/) on January 16, 2025 in two counties, but it is now available in all 100 counties. [Apply and learn more here](https://www.energysavernc.org/).

You must use an approved contractor listed on the [Energy Saver NC website](https://energync.goeverblue.com/find_professional). Unless you meet the strict requirements for a retroactive rebate (see website for details), you must wait to perform the work until you are approved for the program. ***If you are a contractor and would like to participate in the program, [sign up here](https://energysavernc.org/for-contractors/).***

## What is the timeline?

The program runs through 2031 or until funds are depleted. For more details, check out the [Energy Saver NC FAQ page](https://energysavernc.org/frequently-asked-questions/). To see how much money has been spent so far, and how many homes have been helped, check out Energy Saver NC’s [impact page](https://energysavernc.org/our-impact/), updated quarterly.
